if i occupy the second left most line because big trucks can't use left most line to pass, is that true? is it a rule for all the trucks?

Lots of room left in this question. Rules for trucks vary from place to place. Most larger cities restrict trucks to the right or center lanes for travel. This is mostly a safety and road wear issue. It has very little to do with passing. Passing safely is the responsibility of the person driving the vehicle that intends to make a passing maneuver. (If you are passing vehicles on any roadway, it is your responsibility to do it safely.) this has very little to do with the lane you are driving in except for areas where specific signs are posted telling you otherwise. (just a note to wrap this up: It is extremely unsafe to pass a vehicle on the right side, especially a truck. This is because of the limited visibility that the person being passed has on that side of his or her vehicle. On a Big Rig the blind spots on the right side can cause a car or even a large pickup truck to completely disappear from view.)

If a vehicle is trying to overtake at a legal speed, your proper place is in the RIGHTMOST lane, NOT hogging the middle lane(s). PERIOD!
