"He likes to learn English too much", as others said, means more than he should.

"He likes to learn English so much" is somewhat informal just like that, formally it should have a "that" followed by a result, or it could be a response to a question such as "Why does he keep buying grammar books?"

"He very much likes to learn English" or "He likes very much to learn English" is better than with "very much" at the end.

I think you are trying to say - He likes learning English a lot.

This means he really enjoys learning English.

As for the other sentances

He likes English so much.

This need a qualifier (or to show why he likes English) for example;

He likes to learn English so much, he has decided to go and live in America.

or

He like to learn English so much, he wont speak spanish anymore, not even at home!

This explains why he like english so much.

He likes to learn English too much means he likes it more than he should.

For example

He likes to learn English too much. He isn't concentrating on work.

or He has eaten too much cake now he feels sick.

He likes to learn english very much is wrong.

Just to be picky it should be What are the differences BETWEEN these sentences.

Hope I answered your question.
