as I am unable to go back stateside (I'm stationed in europe) I need to find out where I can apply for a license online (I can send photos and everything) please, someone get bak to me about this. Thanks

You generally can't, although TX does have an on-line renewal for military personnel stationed outside of TX. You'll have to contact your state DMV about renewing your license. Most states automatically extend the validity of your license while you are stationed outside of the state. Those that don't have a simple process where you can renew your license by mail, usually without a photograph.

If you don't already have a US license, there's no way for you to get one from Europe. You'll have to get the national license in the country where you're stationed. USAREUR used to have a program for getting a USAREUR license if you were stationed in Germany. Contact the folks at the USAREUR Registry in Heidelberg to see if they still do that.

Most states offer a renewal by mail or online for military personal; depends on the state you are from. A new license? Not happening via the US states. Check with your base legal people.

Here's Florida:
Military Renewal by Mail
Members of the US Armed Forces serving on active duty outside of Florida may renew their licenses by mail without examination. Their spouses and children living with them may do the same. At least 3 months prior to the expiration of your licenses, write to: Division of Driver Licenses, 2900 Apalachee Parkway, Tallahassee, Florida 32399-0575 or e-mail at ddl@hsmv.state.fl.us. Give your name as it appears on your license, the driver license number, your date of birth and out-of-state address and zip code. The department will advise you further by return mail.
