It depends on the state. In New Hampshire, for example, you can drive at 15 1/2 with no permit, so long as someone 25+ who has a license is in the car.
Call your Department of Motor Vehicles to find out the rules for your own state.

Not on your "L's"?? What the heck does THAT mean??
To legally operate a motor vehicle you must either have a full license or a learners permit and be supervised by a licensed driver over age 21. If you don't have a license or a permit, you may NOT drive on any public road or access way under any circumstances, regardless of who supervises you.

you have to take the test first and be issued an L license. The person supervising you can be liable too because he allowed you to drive without a license.

to dive without a license, you will need your permit, which can be gotten from the D.M.V. by just taking a computer test with a few questions, and no driving test. with the permit you can drive with a parent or guardian or someone with a license 21 or over, for a few months, then you get a restricted license where you can drive by yourself from 6a.m.-8p.m. or however it is in your state laws.

the answer is resoundingly NO and the person that lets you behind the wheel not only stands a good chance of losing licence plus being hit with a good fine . there is no way i would let you behind the wheel of a car till i know and i stress "i know" that you have a legal piece of paper that gives you that privilidge. understand this IT IS NOT A RIGHT for you to learn but its a privilidge that we all must earn
