It depend on the context you asking however in the case of crime, assume if both of sentence to be fine. In a joint restitution it mean both have to pay the fine together regardless who will be paying and in the case of several restitution it mean each will pay their own fine or serve their sentence seperately.

The phrase "joint and several" means that the restitution may be collected from either of the individuals, or from both.
Say you are owed $100 by two people, "joint and several". If one of them disappears or dies, you can collect the full $100 from the one you can find. It's not $100 each, it's not $50 each, it's $100 from whichever of them you can get the judgment executed against.
