i have a friend who lives in florence, italy who is originally from morocco. i would like to have him come to america to visit but i hear its difficult for moroccans to come to america. he has lived in italy for 5 years and has a "permesso di soggiorno" but not a passport for another year and a half. does he need to get a visa to come here or can come without a visa for up to 90 days since he lives in italy?

Simple solution-you go to Florence.
He doesn't have a passport, so he can't come.

No matter if he lives in Italy and he has a regular "permit of stay". He's not an Italian citizen; for US customs he's an alien coming from Morocco with a Moroccons passport.
Therefore to pass US borders he will need for the regular Visa released by the US consular official. Operative from last Jan.1st the Florence's US consulate is no longer able to release Visas and then your friend must apply for it to

For US Customs purposes, your friend is a Moroccan citizen and will come in on his Moroccan passport.

The good news is that the US tends to give short-term tourist visas more easily to Moroccans with EU visas than to Moroccans without them.

Your friend will have to apply for a visa at the US Embassy or Consulate in Italy; he should go at least two months before the planned trip (and probably before buying his tickets).

Martox is right. It doesn't matter wether he lives in italy, since he is not an Italian citizen. He has to follow the rules of Morocco and get information in his embassy in Italy.
