When you benefit from it and the person(s) you are keeping it from, don't.
With my kid, we made distinction between "secrets" which were lies and were not allowed between members of our family and "surprises" which were things you were going to share soon (birthday present) but were keeping hidden for a short time.
So far, that honesty has served us well.

A secret is a truth that is known by a few people or just by one person. A secret can never be a lie. If it is a lie, then it is not a secret, it is just a lie that wasn't shared (yet) with the others.

In regards to religion, a secret is a lie when it is purposely omitted in hopes of making a new convert. A good example of this could be all the stuff that LDS/mormon converts aren't told until after they get baptized.
