When your like 13 and you move to America, do you have to wait until your the age limit?

Yes, you must conform to the country's rule of the country you are in at that moment.
For instance, you have to be 21 to drink in the USA, in Europe it is earlier in some places...
Scenerio- If you've been drinking since you're 16 over there, that doesn't mean to get to drink alcohol in America.

You betcha! You always have to meet the local requirements for a DL in order to drive legally.

I was in the Air Force for over 20 years. Many a new teen driver from the US arriving in Europe was shocked to discover that the driving age was 17 or 18 and that they could no longer drive.
