You can see my main question in the title, the problem is, that I don't even have my Texas license...I have just the paper...does somebody know if this is possible though? And how do I have to do it?

by "I have just the paper" I mean, that I will go tomorrow and get the paper thing, that is not the actual license (the real license will be sent to me and that takes some time)

Okay, I think I have to add more details: I am an exchange student from germany and made my license here and I will go get it this week (I finished all the tests and waited the 6 month period that is required) It usually takes a few weeks til I get the real license though, til then I only get a paper license, but I can drive with it. Now I want to change this paper license to a Lousiana license and this has to be done really soon, because I am going back to germany pretty soon. If u wonder why I want to change it: It is because the Texas license is not accepted in germany, at least not totally, but the LA one is. I hope now you can help me better. I have a friend in LA and will use his address and when he receives my new LA license he would send it to me in germany...
I think, I have to take the paper license and all my documents and apply for the change, right? I dont have social security number by the way, but that was not a problem for getting the texas license either...

La will not accept your temporary driver license, you will need to supply them with the hard copy. It should not be a long time between applying and receiving your license. Some states issue driver licenses, the same day, apparently Texas is not one of them, or you didn't have enough proof of identification, so the hard copy is being held, until your identity can be proven. That's usually a six week process.

1. Move to LA.
2. Surrender your TX license, take the tests and pay the fees.
3. Get a LA license.

If you don't have your TX license, you'll need to get a duplicate first. (What do you mean that you "have just the paper?"
