Oil paint is very textured. If you paint on your shoes you will be able to see all the individual brush strokes and it will chip off over time.
I have used acrylic paint on clothing and such, it has worked but after the second or third wash it peels.. Which is not good for a shoe that may be going through rain, puddles, mud, etc..
Your best bet is indeed fabric paint. It is meant to be used on fabrics and I think it will definitely last the longest.

yes I agree with the latex and acrylics responses I see. Anything water soluable is good for you for now. I would steer clear of watercolors though. Acrylics are more 'forgiving' for beginners. Don't skimp on a your brushes - the paint you could skimp on for now. Buy alot of paint. I'd get a natural hair 1/2" brush and a 1" brush at least for a canvas space of up to 2 by 2 foot-ish sized. Grumbacher is a good standard brush brand. Get flat brushes. Round brushes are for wussies ;) If your Michaels has a canvas area, go find some canvas board, it's cheaper and will suit you fine. Buy a 5 pack or so of large-ish I'd go 12*18", 16*24" range of size canvasboard. Expect to go through a bit of paint to fill all of those canvases. Find a painting you like, something with very basic colors at first. Buy a color wheel and judge proportions of mixing colors via the wheel. Or just wing it. Pretend you're 5 years old again painting with tempura. Have fun. I would agree also with the general sentiment of the oil paint proponent - but I wasn't sure of the age range of the people on here and turpentine can be dangerous and bla bla bla but well you know - :-/? I prefer oil too though personally.

Acrylic. Any color is available in acrylic. It comes in tubes just like oil paints. Contact your favorite art or arts and crafts store.

Go to a craft store like Micheals and get fabric paint. It comes in many colors and you can do all sorts of things with it. After it dries it is washable.
