Cramps can cause lower back pain, especially in young girls who have started. It's hard to tell unless you get this pain every month. If you get it every month with your period, my guess it will pretty much always be period related. If you don't have this with your period, you may want to mention it to your mom, as girls your age can start to develop scoliosis, which can cause muscle pain/lower back pain as the muscle start shifting.

I hope you feel better! You may wish to try a heating pad on your lower back if it's that bad.

I used to get the exact same thing, the low back pain was way worse than cramps. It was so bad I couldn't even walk. I went to the doctor and found out I had dysmenorrhea. That basically means you have extremely painful periods, and a lot of times they are irregular as well. This may very well be what you have. For me it's gotten better over the years, and it was the worst when I was your age. Go to the doctor, you'll need an ultrasound to make sure nothing else is going on. Take some Aleve and use a heating pad until then. The pain should lessen throughout your period. Good luck.
