If there are four-way stops, the person to the right has the right of way. In two-way stops, you have to wait for an opening in the traffic.

Well, you are correct. But, in actuality people guess their way through to play it safe.
Where I live; say you have a four way stop and you come to a stop at the same time the car to your left stops. Here the car to the right goes first, but, if the car to the left decides to go, then it best to guess they going and wait. Because if you get in a wreck, with no witnesses, it your word and their word. So, you usually have a wrecked car thinking; "But, I had the 'Right-of Way' ".

First person to the intersection gets right of way. If two people get there at the same time, the one on the right gets the right of way.

I don't know what's right but what I do is stop and if both vehicles (mine and the other car) have stop signs, I drive according to who got to the intersection first. Or I just signal them to go to be safe.

Depends on which state you are in. In Arizona, the person arriving first has the right of way. if 2 people arrive at the same time, from perpendicular corners, the person on the left yields right of way. However in general, youy are right, as every state defines the right of way for that state.

Your right, there are right-of-way rules that you're suppossed to follow but not everybody does so you have to pay attention and sometimes you do guess your way through things.

If its an uncontrolled intersection, then you only have to stop if there are pedestrians present, or if there are other cars in the intersection. Otherwise, its a who-can-get-there-first game.

There is always right of way. Also make sure you watch other ebcuase if they aren't paying attention and there is an accident that isn't your fault it is hard to prove. People don't always stop for stop signs.
