No, that phrase is not in the Bible, but there are sanitary laws and regulations in the Old Testament given to the nation of Israel. These instructions were concerning things like covering excrement, bathing after sex. Also remaining unclean after touching a dead body for a given period of time.There were laws on how to dispose of certain kinds of mold. There were laws given about clean and unclean foods! Why would God put such an emphasis on cleanliness if it were not important? The ancient Israelites were the healthiest of the ancients because of the laws given regulating sanitation and food! Even during the Black Plague when gentiles were suffering from high death rates the laws given to Moses protected the Jews from the Plague. Cleanliness is next to Godliness! Just like granny used to say!

It does not say it in my bible. The are only two verses that I could find that said anything about Godliness and those were 2Timothy 3:5 and 2Peter 1:3. I could not find any verses with the word cleanliness in them. As to what its referencing I believe it has to do with sin. Sumbit the word sinless for cleanliness and it says sinless is next to Godliness in that God is the only sinless one.

a clichéd and unScriptural phrase passed down from generation to generation. it's not in there. maybe someone didn't understand "who shall ascend unto the hill of the Lord? he who has clean hands and a pure heart".

but poor hygiene is still a bad thing. germs, viruses, toxins and all that.
