How do I open a hood on a 1995 Olds Ciera. Cable pulled out of primary release at latch.?

There is no cable in the seath. The lead ball , at the latch end of the cable. Has come off the cable. I have removed the grill but see no way to access and pop the primary release. I've crawled under the car and see no way to pop the primary release from under the car. Now what?

Only other option is to unbolt the latch or striker plate holding the hood down if you can't get a wire or something to hook the lever of the latch that normally releases the hood......Paul
