If you plan on getting a hybrid, why spend the large amount of money? You're knowingly getting a mixed breed, and you can find those in your local shelter & rescues! (They need homes, more than those breeders need your money!)
So, either pedigree, or adopt. Those are the only options I'd ever have.

Mixed breed or AKC recognized breed is what you are asking. If you get a mixed breed do not purchase it. Get one from a rescue or adopt one. Mixed breeds are the result of ignorant or unwanted breeding. You do not want to support this with a purchase. Nothing wrong with a mixed breed in so far as its qualifications to be a companion pet. It is just the circumstances resulting in its birth that you do not want to support. A registered breed dog is fine if you have a preference for a certain breed and like those attributes, being either physical or behavioral or both. If not rescuing I would support an AKC breeder that has a responsible breeding program that is designed to improve the breed. Not all the dogs they produce will meet their requirements for a show (if they show) quality dog. They sell these dogs as companion pets and often with restrictions that you must neuter/spay the dog to get the AKC registration. They lose money and do it for the advancement of the breed. This is where I would want to spend my money.
Small breed? All dogs are great. I've always been partial to dachshunds and they have comprised the majority of dogs that I have owned over the years. They are small, the smooth coats are very easy to maintain (dachshunds do not have a doggy odor so no one can even tell you have a dog in the house), great level of inquisitiveness and they are intelligent. The last one (intelligence) is actually a fault for most people as it requires that you have a good knowledge of dog behavior so that you can control it. They will train you before you learn how to train them. I currently have three dachshunds and they all know over 30 words and commands and one knows over 75.

If you want a hybird go to the pound. It's full of loving wonderful mutts looking for love.
If you want a pedigree then go to a good breeder. Not a Pet store or Robert 4 doors down who will sell you one cheap, but it won;t have papers because he forgot to register his (yeah right!)
A good breeder will ask you lots of questions and be happy to answer yours. His puppies will be a fair price to cover the cost of breeding them and probably no more. (breeding is expensive) Buying from a breeder you should be able to at least see the mother to see her temperament and the place where the puppy has been raised.
Unless you plan on breeding or you personally know a good breeder the way I did with my 4 who all came from a close family friend I would suggest going to the pound ot pet finder and saving a life. I have done this with so many cats in the past. It's just wonderful knowing you saved a life.

I personally love the Shih Tzu breed. Loving companion and just wants to please. They are a little stubborn but easily trained, not yappy, love to play but do not require alot of exercise if you live in an apartment or work all day. They are great with other animals and visitors.

I suggest a shelter dog. Why encourage the game of "playing god" when you can help out a wonderful misunderstood animal on death row? I have rescued dogs and they are the most appreciative loyal companions anyone could ever have.

a pedigree you can see how far a dog is down the mommy and daddy. DONT DO a hybrid. you cant tell who the parents were, and it can very much turn to a bad breed. go with pedigree......

it depends on what kind of money your looking to spend for starters. are you wanting to spend more or less than 500? i always tell ppl wanting smart loving quiet dogs to go for a bichon frise. very smart and easy to train. love to follow you every where you go and jump in your lap whenever you sit down. as for the fur of them i keep mine shaved year round he wears a little sweater when its cold :) it only costs about 30 dollars every two months and is much easier than dealing with the long curly hair.

Check out your local shelters. You are bound to find the perfect little clown for you. And they are usually no more than 150.00.
There are THOUSANDS of dogs killed each year because there are no homes available. SAVE A LIFE ADOPT A SHELTER PET
