How about keeping her in your yard! Almost everywhere has leash laws. If the dog causes an accident even if it gets killed you will be held responsibe.

A leash, a fence. Train the shih tzu to listen to you, so if you tell it to come, it knows it had better come.

for my shih tzu i got a shock collar it worked he doesn't go for the road any more only took about 3 weeks to train,and it doesnt hurt the dog.

Keep him leashed, when he's in the front yard. You need to train him to stay near you, and the best way to do this, is on a leash.

Keep him on a leash, and when he goes for a car, pull him up short and growl NO! then praise him when he ignores cars.

Put the dog on a leash and take it to Obedience class so you can learn how to train a dog. Google to find your local Obedience Club or go to http://akc.org and look for a local club

so put a electric fence around your yard so it will give it a little pich and it sends a signal to there head o stop

build a fence ? . keep an eye on him ? . keep him indoors & when you take him out, put him on a leash ? . look up how to discipline him ? . etcc.
