Saint Peter was crucified upsidedown (because he said he was unwothy to die as his master) outside the walls of Rome because it was against the law to crucify anybody in Rome, so when
St. Peter was dead they just buried him, and when Catholics found his body, they built the head of the Church there, in honor of the 1st pope of the Church.
