In Spain is very normal to use vosotros.

In South America is not used.

I agree 100% wiuh Profuy that the answer is 'nnwhere'. And as for Mexico, as suggested by one answer, I'm afraid there is nowhere, with the possible exception of Argentina, where the Spanish is more 'un-neutral' both in terms of accent and idiom.

Spain is like the only place that uses it.

Colleges don't even test on it- They usually teach Latin American Spanish.

Nicaragua uses a modified version of it -they use "vos" instead of "tu". But it's kind of weird and I haven't picked it up. I became fluent by living in Mexico and can't learn how to speak like Nicaraguans.
