my sisters college does not take part in FAFSA but my father does claim her on his tax returns.... my college wants me to fill out sibiling enrollment verification sheet ..... wuld this change my financial aid package

You'll have to ask them.

I'd also want to see evidence of their accreditation. It's unusual that an accredited institution of higher learning would not participate in the Federal finacial aid programs. Very suspicious, IMHO.
