I am considering buying a pal vhs but i was wondering if i would be able to play it at home. If not is there any way to convert it or view it?

PAL is used in Europe and many other countries.
You can't play PAl tapes in US VCRS, unless you have a multi-standard player. There are shops (mostly Indian) that will be happy to convert you tapes between PAL and NTSC, but the video quality suffers.

You can use the TV card on your computer. It can be set up to PAL to capture the vhs output and then you can burn the DVD on NTSC using nero.
