I dont know much about San Francisco, yet here in Stockton we have what's called ; Family Resource and Referral Center. Its funded by grants and such. The resource helps individuals become Day Care providers. Full training, and classes/courses are provided to be a licensed Provider. The referral portion helps you find the 'right' daycare for you. ( Cost, Amount of kids, distance ) Its fantastic for parents and single parents as well. I've enclosed our link, so you may compare to see if you have such a thing nearby. Good luck.

There is a homeless guy on market and fremont that will watch your kids for 2 dollars an hour. He uses them for sympathy money.
