Something similar happened to a poor pouch in my neighborhood. I will not tollerate such neglect of animals. So I took my pets outdoor watering canister over filled with water, unwrapped the dog who could not move because his chain was wrapped around a pole to tight. Poor thing had a shirt for a bed, so I took a spare dog pillow over and a toy for fun. The dog had the garage filled with broken glass for a dog house. Not good so the glass was swept up and removed.
Ok great for the dog for a day. No neighbor for the weekend. So what next? A warning to the owner. A simple hey dude your dog is not being taken care of and though we don't mind helping you out if you ask, but you are not asking you are neglecting. So take care of the dog or I will make a call and you do not want me to do that. One shot is all you get.
So if you can not talk to the person, gosh make the call. If the dog could tell you....it would say make the call or talk to my owner who may not know they are not treating me right.

I would call. Leaving a dog without shelter is considered cruelty and is against the law. Tying out dogs is very bad for them behaviorally tends to make them more likely to bite.
Think of it this way, if you saw a child abused, you'd call.

Politely tell your neighbor that the dog is mesirable when it is outside. Or tell them to put a little table orr shade tent that he can go under for shade. ooorr not to tie him up and put a dog door in there back door so he can go in and out as he pleases so they dont have to worry about him "going" inside..

i love animals too so just talk to the familly and try to make them put him inside or just pet him and play with him sometimes or mabey even give him some food

you should call right away! they will not tell your neighbor you called, they'll just say someone in the neighborhood, or something like that.

Call the SPCA, they won't tell who reported it. I couldn't stand that either.

You can lodge a complaint and request not to have your name mentioned. I've done it before. They will still investigate but you will be protected.
