Underway basically means "at sea", whether on a mission or not.

The common saying was "haze-gray and underway.

Deployed means there's a destination in mind, typically on a WestPac, EastPac, or RimPac tour.

Underway means that the ship is moving in some direction. Deployment means that the ship is being ordered to some specific area.

Underway is anytime the ship is out to sea. Deployment is when the ship is on a mission.

We are about to be deployed to Iraq.

being on deployment means you are already in some theater onboard a ship somewhere, underway means that it is leaving port....it's underway!

for my own personal defintion:

Underway means less than 4 months away from home port. Deployment means away from home port more than 4 months.
