Any person thats atop the hierarchy, be it religion, government, school, family ect..
Usually called an elite
A person who has power or authority over others gets his sources from people depending on the products he gives.
Example of basic need elites use to control us: food, water, and property.

As noted above it depends. Power assumes either persuasion or force. Authority assumes legal responsibility.
