People like this really frost my cupcakes. Who does this guy think he is selling root beer to the underaged? What next? Chewing tobacco? Crystal meth? Pixy Stix? WHERE DOES IT END?!?!?

Absolutely. A 13 year-old kid cannot consume root beer that comes from a liquor store. However, if it had been bought at a grocery store or a gas station, it would be ok. Check with local and state authorities to see where root beer can legally be sold.
I double checked my own state's regulations, and they confirm the fact that any liquor store selling root beer to 13 year-olds shall be shut down immediately.

Minors aren't supposed to go into liquor stores unless they are obviously with their parents or their 21 plus spouse. And they can't touch anything in there.
The store owner should have not let the kid in at all but the at least he sold the kid soda and not alcohol. Thank god.
I know of a liquor store where I live that is very negligent about sales. My sister's 17 year old friend skipped in and out of there with whine coolers. No problem. No questions asked.
