Yes, you should be safe from a food safety persepective since you're going back into the fridge.
People are overstating the bacteria issue here. You're putting it back in the fridge and the meat, if it had any bacteria, will multiply with or without the broth. In fact, the broth may slow bacteria growth down due of the salt content of the broth.
However, now that you clarified what you meant.
I would NOT put the meat in the broth together overnight. The broth will actually draw some of the remaining blood out of the beef and your broth will change to a reddish hue.
Also, I don't see any gain of just putting the beef in the broth if you're adding the veggies in the morning. You might as well keep it all separate. In fact, if you're using canned broth, it would make the arguement that keeping separate is better since the crock pot would have to heat the broth from 40F to cooking temps. At least room temp broth won't take as long to heat.
If you do want to premix, what I thought you meant, was mixing the meat (browned or raw), seasonings and veggies (onions, potatoes and carrots) together. That's the best way to go from a convienence point of view.

I wouldn't, just because of the bacteria issue. even though you're going to mix it all together. The best way to do it is to brown the sides of the pot roast in a pan first then put it in the crock pot with two cups of broth or water and cook that for about an hour. At that point add the veggies, you can even wait two hours to put the veggies in. If you put them in with the roast they will get really mushy and may not take as good. If you like them mushy then go ahead. But i would brown it with a little salt and pepper first.

We do this all the time. We cut up the veggies and put them in the insert for the crock pot along with the meat. Then the next morning we just have to pull out the pot and turn on the crock pot before we leave for work. The cooking will kill any bacteria.

If you are referring to seasoning and broth then by all means go ahead. It's going to be very close to marinating the meat. Just be extra careful to keep everything cold (under 40 degrees F). Keep it covered overnight and toss it in the crock pot in the morning. Personally I think it's an outstanding idea. Like you said just add the carrots, potatoes and any other veggies later.

I brown my meat, put it in the crockpot with the veggies, add a can of broth, a packet of Lipton Onion Soup mix and a can of cream of mushroom soup, stir it, and put it in the fridge overnight.
In the morning, I turn it on high while I am getting dressed for work, then as low as it can go. It cooks on low all day and when I come home, wow! The smell makes you drool.

I have done so with no problem. In fact, I've even browned the meat, put the meat in the crock and put the crock on in the morning. It gives the herbs and other juices a good chance to soak into the meat.

I think it would be okay to pre mix everything but the meat. Just place it in a separate container and have it ready for the crock pot when you turn on the rest.

Yes we do that alot or even place the roast even if not completely thawed in the crockpot and it will produce it's own stock, before you leave for work. It always comes out delicious! Good luck! Also as a tenderizer you can pour in a can of coke or pepsi. Works wonders.
