We loose about 30% heat from our head, because about 13-16% body's blood volume is in head at any given time, the neck also a source of heat loss. So putting on a hat/beanie and scarf will prevent heat loss.

But with out clothes, a hat/beanie and scarf will not prevent you from getting hypothermia.

Your hands and feet usually feel the effects of hypothermia first.

So keep your clothes on and when out in the chilly weather put on an hat/beanie and scarf and gloves.

You lose heat from the head because there are many 30% of your skin's blood vessels there. But that does not mean that the rest of the body does not lose heat... after all it does have the balance of the 70% of blood vessels.

And remember, the percentage of head's surface area compared with the rest of the body is rather small.

Well runnignn through the city in that outfit would probably get you invited into a warm (and secure) room for the night. So it might work out okay.

"Most" is what you lose from your head, but you will also lose heat from all over your body.
