That you live in some other time frame than what the third dimension considers usual, or acceptable.... time in the 4th dimension passes differently than it does in this one.... I don't think your other encounters have anything to do with why this person said that....

The 4th dimension is time. Everybody lives in at least 4 dimensions. Some theories estimate there being at least 10 different dimensions.

Time.
Everything has a position in space and time. There are six positional dimensions, height, width, depth and then rotational around the central axes. There is one time dimension, commonly referred to as the "fourth dimension".
Time is thought of as being a kind of line, a single dimension. Theoretically motion can be in two directions through time and it takes no more energy to move backwards through time then it takes to move forward through time.
The unanswered question in theoretical physics is: How much energy does it take to reverse the momentum of the forward motion through time?
What happens to the "line" or road we are on as we travel through the fourth dimension, does it continue to exist as we pass through it? Does the line disappear as we "pass" along it, like a road being chewed up by Stephen King's Langoliers?

Living in time.
Interestingly, most faiths that believe in a personal Creator (such as Christianity, Islam, Judaism, etc.) also believe that God does not necesarilly bound by time - i.e., time is God's creation.

the fourth is one of pure love.It is one that seeks love or seeks to give love for oneself or for otherselves to the point of martyrdom. We exist in a synchronized way in many dimentions at once. The knowledge of your state is for you to decide and not to be given by others unless it is your free will.

The 4th dimension is one of the senses...feeling. 3D is when it pops out at you, 4D is when you feel the pop out, like water sprayed. 5D is when you smell it.
