Yes, there are many tribes which have special rituals to their rain gods, they ask for rain and a good crop. Sometimes the rain gods answer their prayers, and it is good. Sometimes the rain gods do not answer their prayers, and they go hungry. But they know the rain gods work in mysterious ways, and perhaps the drought is for a reason, and they will pray doubly hard next year for rain.
It is quite remarkable.

Well it follows that rain will come after a drought...
Rain is what ends a drought! So it's common sense that it will come after a drought.
It's like praying for your ipod to shut off when it runs out of batteries - it will happen anyway in the natural course of events.

If some one prayed for rain on the Nazca Plain and it rained then I would believe. There has never been any recorded rain on the Nazca Plain. That it rained some where that it has rained for millions of years is a little much to accept that prayer did it.

Rain makers banged large drums and sprinkled water, and, there was rain.
Native Americans danced and sang certain Songs and there was rain.
Pilots flew planes high into clouds and scattered rock salt, then the was rain.
Farmers stood with their whole family in dry fields with umbrellas and the children acted like they were playing in mud, and there was rain.
Eventually all droughts end.

How far can you stretch a coincidence? A church group I was once a part of prayed around the grounds of our annual 'Early California Days' celbration. The next day it rained in our town... everywhere EXCEPT the grounds we prayed on. As I drove home that day, it was as if someone had turned on a tap as I crossed the apron onto the street. But the fairgrounds stayed dry.
Coincidence? Riiiiiiiight.

I'm actually currently praying for it not to rain and it's not raining. I've been doing it all day. Hasn't rained a drop.

Coincidence, yes. Sooner or later rain is going to come.
The Aztecs used to believe that human sacrifice would make the rains come-there was nothing to that theory, of course.
