Depends on his current circumstances. It could be going to rehab, getting his GED...there are so many community programs that help bring people back into the workforce, too. Contact Social Services or the Employment office in your area. He may need job training, or parenting classes.

The first, and most obvious thing, would be to get a job. And at this point, if you aren't trained for a career you like (like finished college) then it's not about finding a job you like, it's about bringing home money to care for your kids.
If you're a substance abuser, go to rehab, do counseling, join a support group, break ALL ties with anyone who could pull you back into that way of life.
If you haven't completed your education, do so, WHILE working. That's why God invented night school. If you haven't completed high school, get your GED.
If you're into partying and you are out often, cut back and keep reasonable hours so you can be alert and responsible enough to parent.
If you have a violent streak or serious anger problems, attend anger management classes, parenting classes, see a therapist.
BE there for your kids. If you tell your kids you'll do something or be somewhere, do it, no excuses allowed.

You have a lot of responsibility at your age. First, understand that you should be an example to your kids. Not in terms of a career, but that you are honest, love them and want to do the best for them with respect to your time and attention. Second, they need financial support. That doesn't mean every new game or trendy clothes to come along. You are not buying love. Make sure they have clean clothes, and they look well cared for and healthy. Finally, be a man. That is show you respect others, are accountable for your actions, you keep your word and you help others who are in need. Keep away from booze and drugs. You made them, you owe them...dad.

To start with get with God. Whatever mess you've gotten yourself into does not define the rest of your life. Belief in the Creator will give you the confidence to know that He will take your burdens and lighten your load so that you don't have to worry about them every day. Give you worries to God and start living the life that will give others the idea that you are one of God's people. Lighten up and enjoy the gift life you have been given.
