in french déconner is a verb .comming from "con" : stupid person . déconner means "faire le con" but generally if someone tells you "je déconne" after a sentence that means "i'm joking" .

I don't think there's such a word in Dutch! Couldn't find a definition! Try an online dictionary such as

The verb déconner means to talk rubbish/twaddle. So, Il déconne = he's talking rubbish, etc. BTW, it's French.
