Any incline will simulate a hill. A steeper incline simulates a steeper hill, a less steep incline simulates a less steep hill.

My mom saw a physical therapist for a pulled hamstring, and he told her that 4.5 is a good level to start off for an uphill slope. You can go higher, but just be careful as you are more likely to get shin splints or another sports injury if you over do it.

Normally the treadmill should have such controls but if they are not there explicitly, set it at about 10 degrees upward and see how it feels.
