Most of the processed food that contain refined sugars and very little fiber, cause a blood sugar spike and thus cause an insulin spike too. Whole grain foods and foods that contain more fiber are better from this aspect. The Glycemic Index is used to describe this property of foods.

Foods with a lot of carbohydrates can make your insulin spike (i.e., sugary sweets, breads, fruits). Every diabetic is a bit different though...my nephew has to eat a chocolate chip cookie before his insulin spikes but my grandfather only needs to eat a dinner mint.

Any food with refined sugar. You should check labels for carbohydrate content. The higher the content, the higher the impact on your blood sugar (or insulin) level.
