I mean if you are irresponsible enough to walk your dog in a public area with no leash, would you also be irresponsible in not cleaning up after your dog. If I am being presumptuous, please let me know.

I would say it's a fair assumption. I live near a nature preserve - The dogs that are off leash run out in the field and do their business all the time and they're owners don't go after them.

You are being more than presumptuous, you are being ignorant. I have on many occasions walked my dog without a leash, he has been obedient trained and has never disobeyed my verbal commands. He also has arthritis which requires him having to move about to be able to do his 'business' in a comfortable position and the leash can be an issue. I do not walk him w/out a leash in a crowded area or near the street, his safety is always kept in mind. That being said in all his 13 years I have NEVER not picked up after my dog, he even has his own bags on his leash. This is not only a disgusting practice but also dangerous since young dogs can get Parvo from smelling dog feces.

NO.......
Assuming anything really isn't fair to anyone. But I guess my question would be, what is your question for?
Maybe people have pets that won't walk on a leash, or they are so well trained that they don't need one. That doesn't meant they won't pick up the poo....
It also doesn't mean that someone who uses a leash WILL pick up the poo right? I say use a leash and pick up the poo.... but I am sure everyone knows that already.
I say, yes you are being presumtuous, because maybe they just want their dog to feel free... I am not saying that is the right thing to do, but it doesn't mean that they won't pick up the messes their dog leaves behind. I hope this helps you answer your question....

Yeah. Its a fairly fair assumption you make. My dad always takes our golden for a walk on the greenbelt by my house. He doesn't care about the municipal leash law (sure, he walks her to the greenbelt on a leash), and I've never seen him take a bag along. I don't like that he lets her run off leash, our dog is kind of dumb and always comes back filthy, or needing to be confined to our back porch until we can take her to a dog-washing place, if she has found a dead animal to roll in (perhaps eaten once or twice before?) that my dad wasn't able to pull her away from, since she wasn't on her leash!

no, that's presumptuous (sp). Sometimes, if we're walking in an open area, I let my dogs off the leash. They don't travel far, and they also only go poop and potty in my yard. Our walks aren't for going potty, they're walks.
