Under what circumstances may a Nassau County Police officer arrest someone without a warrant for a crime?

In NYS an arrest warrant is not needed to make an arrest. There only has to be an open complaint report with the person named as the suspect.

Anyone can make an arrest if they have knowledge that a crime has been committed.
Because Americans have certain rights (i.e. the right to be presumed innocent until proven guilty), most Police Officers and citizens will not make an arrest unless they feel there is enough suspicion to justify the arrest, lest they themselves be guilty of violating someone else's rights.
If a Police Officer in Nassau County (or anywhere else) witnesses a crime being committed, there is little doubt that that the Police Officer will make an arrest, even without an arrest warrant.

A police officer can arrest without a warrant only when they observe you breaking the law.

When your caught in the act of the crime or when there is sufficient wittiness or evidence of your guilt.
A warrant can only be issued by a judge when you are suspected of a crime with presentable evidence that can be used in court.

for sure...ninety 9% of ppl that get arrested are, if a cop tells u do some thing and u dont..that grounds for arrest...and in the experience that they mandatory a reason believe me they'll make one up even as ur behind bars...There isnt any instantaneous justice if a cop is faulty..u pass to reformatory, lose ur interest and residential even as some evaluation board seems into the allegations...
