I assume a day camp - most overnight camps cut off age is 5 or 6, though a few take 4 year olds. www.acacamps.org allows you to search by zipcode, and you'll find only accredited camps (camps who work extra hard to adhere to additional industry standards).

There are many other websites as well, but day camps are often only advertised locally. You'll find the biggest ones in the yellow pages. Otherwise, most schools, daycare centers, park & recreation districts, YMCAs, etc. offer day camps for part or all of the summer.
