Tattoos are for both the wearer and the viewer. And if it makes sense to a blind person to get a tattoo than a blind person should get a tattoo. Maybe they just want it to endure the pain.

All the answers above are from a very 'western' perspective. Tattoos and body art have, through time, been a mark of art, status, and social standing. So the real answer is both. In many cultures tattoos and body markings are not chosen by the wearer, they are determined by the society.
In our industrial society tattoos culturally are a choice made by the wearer. Most of us choose our body art based on our desires and ideas. In that way our tats start life as selfexpression. However, as a very visual person, I can tell you my tats, while immensly personal in meaning, are also meant for the viewer to see, and perhaps see a part of me. In that way while my choices of art are always my own first, I am aware of the impact they can have on someone viewing them.
So, choosing to be tattooed, whatever the art itself may be, is always about both the wearer and the viewer.

Well, my tattoo is on the back of my left hip, which I can't see without turning my neck around at an odd angle; and I don't wear short tops, so most people never see my tat. So I would have to say just knowing that I have it and what it means (without having to see it) is what is important to me. I do think that it's a little odd for a blind person to get a tattoo, but if they have some reason for doing it...then rock on!

It is for the wearer, but I guess it could depend on the person getting the tattoo. Mine is for me, but I definitely like showing it off.
I think the people that get tattoos for the viewer (whether it's to be cool, or impress someone) are the ones that will regret them later in life. If you get them for yourself, they have meaning and are special.

I really think it depends on the intention of the tattoo. Alot of times it is for the wearer. Alot of people get crosses in memory of someone, or such, which would be a reminder to the wearer, not the viewer. But i know alot of teenage girls that simply are getting them just to have them, and they don't represent anything and I believe that those tattoos are simply for the viewers.

Blind people normally get brail tattoos of words i've seen this being done. I think people get tattoos for both themselves and for other. I'm getting a tattoo on my inner wrist, i'm having words that means something speacial. I want the words to face me but everyone is telling me (Including tattoo artists) to get it facing outwards so others can read it. Because it's something meaningful to me i don't see why i should have it facing away from me, so i'm going against what everyone has said and getting it so i can read it.

tattoo's are used to express ones self. Why would ANYONE mark their body for someones eles enjoyment?? It makes no sense. And sure, if a blind person trusted the artist enough to give them the tattoo they asked for why not ?
