Don't know, but Jake Hess is not listed as a composer for ASCAP, BMI or SESAC, so its pretty sure nobody is paying him for performance rights. Perhaps someone else holds the copyrights to the songs. TV broadcast performance fees are paid by the stations, usually as an annual blanket charge. If performed at a theater/church in front of audience, then the venue has to pay performance rights based on attendance. So Pastor Melissa is off the hook, at least not directly.
