people who use a certain type of language between each other which unless you are a surfer too you may not understand fully

An interesting question. I think it could be either "slang" or "jargon". It is slang if this group of people could be perceived as a certain social group (for instance, the language that some groups of younger people use addressing to each other). And if it is a certain group of professionals, the language they use between each other is jargon.

Dialect may be considered if they transform the language significantly, but usually it's just Slang: Surfer Slang, Bikie Slang, Emo Slang, etc.

"jargon" if the language pertains to surfing stuff (for example) in particular. Otherwise, if it just happens to be surfing (etc etc) that unites them and they are speaking a unique sub-dialect, then it is "in-group language."

listen to BJ Penn UFC champion. he talks that way. or most surfers from hawaii.
