Okay, I'm going to offer another way that I have used. Since I wanted to shrink the size of my Windows partition in order to create a partition to install Linux, I downloaded the free Linux System Recovery CD image and burned a CD of it. Next I defragged my hard drive, then reboot using the Linux recovery cd created above. When Linux comes up, just type "run_qtparted" - this is a free partitioning tool and it works with Windows partitions as well, including NTFS (default Windows XP). Simply resize the partition and then commit the changes. Shutdown and reboot to Windows. Note that when changing partition sizes, Windows may run check disk on the first boot.
