OK now sometimes I wonder when some one asks a question like that..

Lets look at the facts and help you never ask a stupid question like that ever again!

What is higher ground?
Higher ground is something that its above the natural ground level like a mountain or something to that effect!

What is sea level?
Sea level is something that is below the naturally ground level, And is covered with H2'0

Why cant there be high ground at sea level...

Because there totally opposite things..
Its like asking can you be down and be up or can you be up and be down pointless questions not to mention com men sense!

If you stay at sea level, then you're at the same elevation, no matter what. If you are at sea level and are willing to move higher, then you can move to higher ground. If you want to move to a higher moral ground, it has nothing to do with sea level; just choosing a better way to live your life is all that matters, whatever you believe that way to be.

Sea level isn't actually the same at every sea... so technically, if you're at Pacific Sea Level, you're about 52 feet higher than if you're at Atlantic Sea Level.

But if you're talking about Sea Level (proper, as in geologically) then the mean sea level is taken. And walking up on the beach is not being at sea level.... you just walked up a hill.

The best example of this is the Panama Canal.

Maybe I am taking this question in the wrong way.
So Two answers
No because once you find higher ground you are no longer at sea level.
Or
Yes at sea level all ground is higher ground.
Unless while listening to RHCP in death valley

Sure. If the lake is positioned far below sea level then the land around it would be higher ground even though it is technically below sea level.

Yes. If you are at sea-level in say, Nevada, then go up-hill. Problem solved. You have just gone above sea-level, and reached a higher ground.

Of course it is, sea level eventually will become an elevation of 1 ft., 2 ft., and so on. Just continue to move away from the sea.
