Big bones don't make you seem fat, they just make you weigh more than what you would with smaller bones. So when weigh yourself, you don't have to worry about it if u felt you have a few extra pounds on, which would be due to your big bones. You cannot do anything about them, it's just how your skeleton is like. Anyway, as long as you maintain a healthy diet, and exercise regularly, you can keep yourself in great shape, and wouldn't have to worry about looking fat or anything. It's the fats which cause people to look fat, not the bones.

There is an argument that there is no such thing as big-boned. There is an expected skeleton size for an adult female of a certain race for example, and really all adult females of that race should be about that size. Some medical conditions or under nourishment or genetics mean that bones are not formed correctly or don't grow to maximun potential size so end up looking like in a finer boned person, that is a shorter than average person. Really, when people say that someone is 'big boned not fat' they mean that he/she is tall, fully grown, healthy and therefore carries weight in proportion to their height!

If your wrists are wide, feet are wide etc. Some big boned people can pack on more weight and not look fat.

Your bones are really bigger or smaller than the next person but your frame is. You can easily test the size of your frame with this approximation. Take you middle finger and your thumb of one hand and wrap them around your wrist of the other hand. If the touch you have a medium frame, if the overlap you have a small frame, and if they don't touch you have a large frame.

NO are not fat, just big boned.
If your wrist are larger than normal and you neck is wider than more people. If your feet and hands seem bigger, then you might be big boned

You can have your body fat percentage tested to see how much of your weight comes from fat and how much is from bones/muscle mass.
