In addition to your levels of activity, your sex, height, weight, and muscle density all affect how many calories your body requires to function properly. The more cells you have (height and weight) the more calories are required and muscle cells require more calories than fat cells, so even if a very atheltic person who has a larger percentage of muscle cells doesnt do very much activity, they still need a bit more than a person who lives a sedentary lifestyle. It all needs to be calculated in to get an idea of how much you need. Here are a couple calculators to give you an idea..they vary slightly, but give you an idea:

The same amount you take in on days you do work out. But you must calculate this number. There are no cookie cutter fitness/diet programs. Find a calorie counter online and figure out what your caloric intake should be. Once you have the number, subtract 250 from it. This will begin the weight loss process, provided that you are eating well.

It all depends on the individual, but generally if you aren't doing any exercise to burn off those calories keep it restricted to whatever your basal metabolic rate can burn on its own. There are a number of different websites where you can find out your basal metabolic rate based on height, weight, general activity level etc.
