toning is the loss of body fat and that does not occur locally as the result of exercise. when the body utilizes fat for energy for metabolic functions it does so from all over the body. what exercise will do is to help decrease intramuscular fat which is located throughout skeletal muscle. so working out the legs would help to decrease leg fat and working out the legs would also help to increase the metabolic rate if performed at a high enough intensity. increasing the metabolic rate is what decreases the actual body fat percentage

The other parts of your body should be waiting on their turn for exercise. Any exercise routine should include all muscle groups. Many people exercise their arms, chest, and abdominal muscles one day and the legs and butt the next day. Always give muscles a 1 day rest after exercise. Areas that you don't exercise will be out of proportion with the exercised body parts.... and, probably fatter.

strength training does not take fat from just one part of your body, yes it does burn fat however but tones the muscle you are working. If you want to lose weight combine cardiovascular training as well as weight training.
