Actually, I've never heard about the question you are asking. However, I am familiar with "becoming" and "being", which are cultural orientations. I would guess that you are referring to the idea that if we believe in a certain potential, and begin to live as though we had reached that potential, we can, in fact achieve it. It's kind of like trying to be what you want to be, and before you know it, you are what you wanted to be.
