Try to keep him warm and make sure he eats every few hours, at least. You should also consider taking him to a vet for antibiotics in case the infection is bacterial. He may benefit from other supportive treatment, based on his symptoms, as well.
**When you say newborn, I'm assuming you're puppy is less than 2-3 weeks old.

Dogs don't get colds. If you are referring to nasal drip and runny eyes, it is an upper respiratory infection and will go away in a day or two with antibiotics. Until you get it to the vet keep it warm maybe On a heating pad on the LOW setting. Gives some sips of Gatorade with a eye dropper. All the best.

Contact the Emergency Vet, as soon as possible.
Call the ASPCA or SPCA, depending on which one is in the city where you live and ask if they have a vet on duty now, that can see your puppy.

Dogs don't get colds like people do.. You should take him to the vet.. Newborn puppy, likely still has liquid in his lungs..
