I don't really understand your question, are you asking how can you tell when you love someone, or how to tell someone you love them? I will go with the latter and tell you it's simple....simply say it in a special moment, when you are alone and relaxed. Be prepared for any outcome, hopefully the other person feels the same. i think the best way to say i love you to someone is by showing them that you do love them. for example, they don't believe you, you should do everything and anything to show them that you do. yo should express your feelings. though, it may be very hard to do such a thing, but it maybe the only way.
saying i love you to a person is also very difficult. you have to gather all your thoughts and your strength just so you could say it to them. so who ever you're loving, and if you want him/her to know, you should tell it right away, because you could never know when it'll be too late. =)

you shouldnt have to say it . it should be shown. words mean nothing and actions speak louder than words. but we do like to hear the words though so just say i love you. simple but very effective. just spit it out. dont wait for the right moment. hope this helps.
