Because past behavior reflects possible current behavior. If you cheated, you could cheat again. If you hit, you could hit again. If you drink too much and act irresponsibly, then you could again.
If you want people to believe that you've changed yourself for the better, then SHOW them.
And don't expect them to believe you straight away. Trust is hard to earn back if you've broken it in the past. And it depends how far in the past your talking about. Was it something that happened this year? Last? Several years ago? You might find that the length of the memory is directly related to the severity of the deed.

I think this is a hard question to answer b/c what is it that someone is not letting go of. If it was something that hurt them then people really don't let go they heal over time but that situation will always be somewhere lurking in the back of their minds and when new upsetting situations come up it can trigger the emotions of the previous times.

Even though it happened in the past, it still affects them in the present. Maybe they feel you don't deserve forgiveness.

because they are unable to let go of what they did in the past so they are unable to let go you did in the past. best way to handle it is say okay I did that it was a learning experience and so what!! The past is just that the past...
