And then they give the actors the summer off! Why can't they either make the TV season shorter, or make more episodes so we don't have to watch re-runs all the time?

Economics. It costs more to make a new episode than to rerun a previous one, so they give us just enough new shows to keep us watching. It sucks.

It's tough for the writers to come up with more than 20-something story ideas a year, so if they made more episodes a year they wouldn't be as good. Plus all TV actors want to be movie stars, so giving them the summer off lets them take a stab at a movie. And a successful movie for a tv actor only helps promote their show.

As for the summer, there are a lot more new episodes of cable original series (on USA, SciFi, FX, TNT, etc) during the summer, so it's not all bad.

The concept of reruns is as old as TV, it will remain with us forever.
