there is a point when you cal intake is so low you body goes into starvation mode and will not loose weight easily. There are also points when you body hits a plateau and you just level off and won't change weights for awhile.
The key is to stick to your diet (assuming you are eating a good diet- if not you should start one) and keep on working out. Maybe change your work out some so you don't get too bored- ride a bike or rollerblade once in awhile for a change.

You either are eating too much or not enough. Check the daily requirement for your age, weight and body type and stick to them minus 20% (not more and not less).

stop running.
the first 20-30 min doing cardio body uses its carb sources, then starts using fat reserves. if you go past 60min - nothing good happens, you start burning off muscle and fat reserves get more "cozy" especially if you are undereating (eating less than 1400cal a day- body needs 1200cal a day just to survive)
